Certificado de Registo (CRUE)
The Certificado de Registo de Cidadão da União Europeia (CRUE) is a simple procedure — but mandatory for any EU citizen who plans to live in Portugal for more than 3 months. It formalises your right of residence under free movement.
Who needs it
- Citizens of the EU, EEA (Iceland, Liechtenstein, Norway), Switzerland, and Andorra
- Their family members covered by free-movement rules
- Anyone planning to stay in Portugal for more than 90 days
Timeline
- First 3 months: you may stay with a valid passport/ID only — no CRUE yet
- After those 3 months: you have exactly 30 days to apply
- Late registration may lead to a fine (indicative range often cited: €400–€1,500)
Fee & validity
- Issue fee: about €15 (often ~€7.50 for children under 6 — confirm locally)
- Validity: usually 5 years from issue, or until your planned shorter stay ends
Where & how to apply
- Where: Câmara Municipal of your residential area — not AIMA/immigration counters for the CRUE itself
- In person: the applicant must attend personally (except legal representatives for minors)
- Appointments: some councils allow walk-ins; many require booking by phone or online
- Always check your local Câmara Municipal page before you go
Documents by situation
Bring a completed application form, a valid passport or national ID, and proof of address — then add the declaration that matches your case (Compromisso de honra):

NIF note
NIF is not always required for CRUE itself, but you practically need it to rent, open a bank account, or sign a job contract. Get it as soon as you arrive via Finanças.
