France
Nationality / Citizen
For EU/EEA/Swiss citizens in France: residence card is optional — focus on stay proofs and address evidence.
Nationality / Citizen
EU citizen stay (optional card)
In France, unlike Portugal and Spain, an EU/EEA/Swiss citizen is not required to hold a residence card to live, work or study after 3 months. You may optionally request a carte de séjour Citoyen UE/EEE/Suisse if you need an official document — it does not give extra rights beyond free movement.
What actually matters
- Stay beyond 3 months still depends on being a worker, self-employed, student, or having sufficient means + health cover
- The card is optional; many newcomers rely on EU ID/passport plus housing and activity proofs
- After 5 years of continuous legal residence you can claim permanent residence rights (card still optional)
- Non-EU family members follow a different préfecture route and usually need a titre
If you choose to apply for the card
- Usually via the ANEF portal (first application or renewal)
- A préfecture visit may be needed for biometrics / collection
- EU citizen cards are generally free
- Documents vary: ID, photos, work/study/means proof, health cover, address proof
Quick comparison
| Country | EU citizen registration | Address proof |
|---|---|---|
| Portugal | CRUE mandatory at Câmara | Atestado from Junta de Freguesia |
| Spain | Certificado de Registro mandatory + NIE | Empadronamiento at Ayuntamiento |
| France | Residence card optional | Justificatif de domicile / hébergement |
